Once all the main header, footer, sidebar and other global elements are designed, I always design the homepage/front page first. If I’m working with a client, I generally get approval after this point BEFORE designing the rest of the pages in the site. It’ll save you a lot of time in the long run going about it this way as opposed to designing a ton of pages then having to comb through each page to make edits.

My recommendation, build your front page to get approval first, or if it’s one of your own sites to get the main design elements down, then save as templates to speed up the process of designing the rest of your pages!
